B. APPROVAL/RATIFICATION OF PAYMENT REGISTER OF DECEMBER 3, 2003

C. FINANCIAL REPORT FOR OCTOBER, 2003.

4. BUSINESS ITEMS: DISCUSSION/ACTION

A. DISCUSSION/ACTION: LEASE AGREEMENT BETWEEN DISTRICT AND QUOIN, INC.
The Board of Directors will discuss terms of a lease for property located on the west side of the airport with Quoin, Inc. dba Fire Quick.

B. DISCUSSION/ACTION: KERN COUNTY AIR SHOW REQUEST TO REFUND FEES PAID.

C. ELECTION OF OFFICERS
The Airport District Administrative Code states that election of officers shall take place at the first meeting in December annually. Officers are President, Vice President, and Treasurer.

D. CLOSED SESSION: POTENTIAL LITIGATION (closed session permitted by Brown Act Section 54956.0: potential litigation)
The Board of Directors will consider filing unlawful detainer for unpaid rents by tenants James Palacio.
